Is this how Chimera is supposed to work?

It says I can block up to three targets, but when the opponent attacks Chimera with one or two creatures, I can't block the additional creatures.

Being attacked are not the same as blocking.

Blocking are the reaction of the defender too use a not engaged creature too intercept a opponents creature.

Same mechanic are working with the Swiftblade Assassin, when he gets attacked you dont need too pay mana,
since he neither blocks or attack.

It is working correctly.

You can only block with Chimera (or any creature), if that creature is "free" and not attacked by anything. In that case Chimera can indeed block up to 3 attacking creatures.

This works the same with other creatures that can do multiple targets - for example, it's frustrating when you have a card with the 'murder' card added to it to attack two targets, and the enemy can switch one target for the two you picked and they're both saved. The ability to attack multiple targets is pretty much for two situations - when your card is faster than the enemy targets you don't want to get swapped in, and when the enemy doesn't have an extra target to swap in.
