Hey Fuzz, that would be great indeed! I have to look up the rules of the FuzzyBolt Challenge again. But if I remember correctly you had banned certain cards (NH, Silencer, other OP stuff at the time)?
I actually had a quite similar idea but with a different approach:
You can use all cards, but you HAVE TO use a specific package that doesn't see competitive play. For an example you are allowed to run all nature cards, but you have to include atleast 16 Fairies and 4 Ritual of Gardens. Or you have to run a deck with some of the 4 Level 3 Mana Spells that see no play (apocalypse, reign of the underworld, the order one).
Basicly you are given a bunch of underperforming cards and you have to make a decent deck with it.
Not sure how good this format would work, let me hear what you think!
